3. Access
Our Province holds the means to access to every part of the country via Samsun – Ankara, Samsun – Amasya – Tokat, Samsun – İstanbul, Samsun – Trabzon – Rize roads.
Of our village roads, 1.619 Km is asphalted, 4.869 Km is stabilized, 1.853 Km is evened, 184 Km is raw. State Roads within the Province Borders is 779 Km long. 392 Km of it is state road and 387 Km of it is province road.

3.3.Projects
3.3.1. Samsun Freeway (Gökdelen İnş.) (Km:0+000–12,340)
Is the road No. 1977E040650 DPT, with a Project distance of 12,34 Km, in dual carriageway standard. The platform amplitude is 26 meters. The Project cost is 106.483.167 by the prices of 2007. The date of beginning is 1993 and the date of completion is 2010.
Whereas the estimated cost is 216.609,91 YTL (1993 BF), the Project was given out by contract to Gökdelen İnş. Firm on 07.12.1993, with an allowance of 35 % and a bid price of 139.970.09 YTL.
Whereas the appropriation of the Project for the year 2007 is 1 000 000 YTL, 974.911 YTL of the said subvention has been spent. 79. 863. 167 YTL has cumulatively been spent in the previous years. 79 % pecuniary and 97 % physical realization has been achieved in the Project.
A section of 12.34 Km of Samsun City Passageway has been completed at the level of superficial paving up to now.
Karadeniz interchange and BSK works shall be conducted. A supplementary appropriation of 25.6 YTL is needed.
3.3.2.Samsun-Ünye State Road
3.3.2.1. (Samsun-Nitrojen)Ayr.-Ünye (Tubin İnş.)(Km: 0+000 – 49+500)
Is the road No.1977E040650 DPT with a Project distance of 46.25 Km in dual carriageway standard. The Platform amplitude is 25 meters. The Project cost is 98.486.284 YTL by the prices of 2007. The date of beginning is 1992 and the date of completion is 2008.
Whereas the estimate cost is 126.702 YTL (1992 BF), the Project was given by contract to TUBIN Inş. Firm on 21.12.1992, with an allowance of 29.88 % and a bid price of 126.702 YTL.
Whereas the appropriation of the Project for the year 2007 is 500 000 YTL, the said subvention has not been spent yet. 98. 164. 284 YTL has cumulatively been spent in the previous years.100 % pecuniary and 100 % physical realization has been achieved in the Project.
Rudimentary art works shall be completed with the appropriation of the year 207.
Whereas the partial temporary admission has been granted, the final accounts works have been commenced.
3.3.2.2. (Samsun-Nitrojen)Ayr.-Ünye İKmal İnş. (Arslanlar İnş.) (Km: 49+500-55+000)
Is the road No. 1977E040650 DPT, with a Project distance of 6 Km, in dual carriageway standard. The platform amplitude is 25 meters. The Project cost is 13.814.828 by the prices of 2007. The date of beginning is 2004 and the date of completion is 2007.
The Project has been given by contract to Arslanlar İnş. Firm on 05.05.2004. Whereas the appropriation of the Project for the year 2007 is 1.681.080 YTL, the said appropriation has not been spent yet. 12.000.828 YTL has cumulatively been spent in the previous years.90 % pecuniary and 90 % physical realization has been achieved in the Project.
A section of 6 Km has been completed at the level of binder. It shall be completed at the level of depreciation. In case an appropriation of 133 Thousand YTL is granted, the road shall be completed at the level of depreciation.
3.3.2.3. (SAMSUN-ÜNYE) İKMAL İNŞ. (TUBİN İNŞ.) (Km: 55+000-81+604)
Is the road No. 1977E040650 DPT, with a Project distance of 26.6 Km, in dual carriageway standard. The platform amplitude is 25 meters. The Project cost is 41.205.666 $ by the prices of 2007. The date of beginning is 1998 and the date of completion is 2008.
Whereas the estimated cost is 24.247.432 $, the Project was given by contract to TUBIN Inş. Firm on 21.12.1992 with an allowance of 18.02 % and a bid price of 19.904. 985 $.
Whereas the appropriation of the Project for the year 2007 is 572.300 $, the appropriation has been used for the manufacturing of the year 2006. 31.951.666 $ have cumulatively been spent in the previous years. 87 % pecuniary and 87 % physical realization has been achieved in the Project.
25.8 Km of the right hand lane and 25.7 Km of the left hand lane of the (Samsun-Ünye) Supply Construction has been completed at the level of binder up to now.
In case an appropriation of 8.7 Million $ is granted, the remaining 1 Km section shall be completed at the level of binder.
3.3.2.4. (Ünye-Piraziz) I.Zone Supply Construction (Yüksel İnş.) (Km: 81+600-158+300 , 33+500-37+781)
Is the road No. 977E040650 DPT, with a tender distance of 32,6 Km BY and 31,4 Km TY. A 3 Km section of the road is within the borders of the province of Samsun.This 3 Km section has been completed at the level of binder and opened for traffic.
Whereas the Estimated Value is 44.830.848 $ , the Project has been given by contract to YUKSEL Inş.Firm on 14.10.1998 with an allowance of 18.15 % and a bid price of 36.278.309 .
Whereas the appropriation of the Project, whose Project Cost is 75.834.250 $, for the year 2007 is 826.002 $, the appropriation has been used for the manufacturing of the year 2006. A total of 49.773.250 $ has cumulatively been spent in the previous yers. 79 % pecuniary and 79 % physical realization has been achieved in the Project. A supplementary appropriation of 25.2 Million $ is needed so for the completion of the work..
A 3 Km section is within the borders of the Province of Samsun. Right hand and left hand lanes of the Akçay Passage have been completed and opened for traffic.
3.3.3. SAMSUN-SİNOP STATE ROAD
3.3.3.1. (SAMSUN-BAFRA) (AKYAPI İNŞ.) (Km: 8+731-33+570)+(47+550-51+946)
Is the road No1993E040640 DPT with a distance of 34.36 Km, in dual carriageway standard. The platform amplitude is 25-35 meters. The Project Cost is 88.424.522 by the prices of the year 200. The date of beginning is 1997 and the date of completion is 2010.
Whereas the Estimated Value is 5.352.785 YTL, the Project has been given out by contract to AKYAPI Inş Firm on 06.08.1997, with an allowance of 47,62 % and a bid price of 2.803.789 YTL.
Whereas the appropriation of the Project for the year 2006 is 3.000.000 YTL jointly with 19 Mayıs-Yakakent Project, the appropriation has not been spent yet. A total of 77.493.522 YTL has been cumulatively spent up to now. 89 % pecuniary and 89 % physical realization has been achieved in the Project
Of the Samsun-Bafra road, 14.8 Km at the depreciation level and 34 Km at the binder level have been BY completed up to now. The Project is planned to be completed in the year 2007. A supplementary appropriation of 10.1 Millon YTl is needed for the completion of the work.
3.3.3.2. (19 MAYIS-YAKAKENT) (AKYAPI İNŞ.)(Km: 33+570-47+550)+(51+946-86+500)
Is the road No 1993E040640 DPT with a Project distance of 47.29 Km, in dual carriage standard. The platform amplitude is 25-35 meters. The Project Cost is 107.089.950 YTl by the prices of the year 2007. The date of beginning is 1997 and the date of completion is 2010.
Whereas the Estimated Value is 6.036.899 YTL, the Project has been given out by contract to AKYAPI Inş. Firm on 02.12.1997 with an allowance of 45,90 % and a bid price of 3.265.961 YTL.
Whereas the appropriation of the Project for the year 2006 is 5.400.000 YTL, the appropriation has not been spent yet. A total of 37.611.750 YTLhas cumulatively been spent in the previous years. 38 % pecuniary and 38 % physical realization has been achieved in the Project
9.2 Km of 19 Mayıs-Yakakent road has been completed at binder level up to now.
In case a supplementary appropriation of 14.3 Million YTL is granted, a section of 5.2 Km shall be completed at binder level.
3.3.3.3 YAKAKENT-GERZE (CENGİZ İNŞ.)(86+500-125+000)
Is the road No 1993E040640 DPT with a Project distance of 36,38 Km, in the standard of dual carriageway. The platform amplitude is 25 meters. The Project cost is 327.528.020 $ by the prices of the year 2007. The date of beginning is 11998 and the date of completion is 2010.
Whereas the Estimated Value is 224.051.328 $, the Project has been given out by contract to CENGİZ Inş. Firm on 18.11.1998 with an allowance of 25.88 % and a bid price of 166.066.844$.
Whereas the appropriation of the Project for the year of 2007 is 3.609.740 $, a total of 30.680.070 $ has cumulatively been spent up to now. 16 % pecuniary and 16 % physical realization has been achieved in the Project.
An 8 Km section of Yakakent-Gerze road is within the borders of the Province of Samsun. 2.9 Km of the road has been BY completed at the level of superficial paving.
Whereas the remaining project cost is 296.848.000 million $, In case a supplementary appropriation of 19.5 million $ is granted, the 2.9 km section shall be completed at the level of superficial paving and the reinforcement works shall be commenced.
3.3.4. SAMSUN-ÇORUM STATE ROAD
3.3.4.1. SAMSUN-KAVAK (DUYGU İNŞ.) (Km:0+000– 48+500)
Is the road No 1995E040250 DPT with a project distance of 48.50 Km, in the standard of dual carriageway. The platform amplitude is 25-35 meters. The Project Cost is 80.927.580 YTL by the prices of the year 2007. The date of beginning is 1997 and the date of completion is 2009.
Whereas the Estimated Value is 5.392.411 YTL (1997 BF), the Project has been given out by contract to DUYGU Inş. Firm on 04.08.1997 with an allowance of 53.85 % and a bid price of 2.488.598 YTL.
Whereas the appropriation of the Project for the year 2007 is 4.000.000 YTL, 3.999.948 YTL of the appropriation has been used for the manufactures of the year 2006. A total of 51.179.580 YTL has been cumulatively been spent up to now. 70 % pecuniary and 70 % physical realization has been achieved in the Project.
12 Km on the right hand lane and 12 Km on the left hand lane have been completed at the level of superficial paving up to now. A supplementary appropriation of 25.7 million YTL is needed for the completion of the Project. In case a supplementary appropriation of 16 million YTL is granted in the year 2007, a 3.5 km section shall be completed at the level of superficial paving. 200 % Ministers’ approval and an appropriation of 170 million YTL is needed for the completion of the entire road at the level of depreciation.
3.3.4.2.KAVAK-MERZİFON I. ZONE(KOLİN İNŞ.) (Km: 48+500-83+800)
Is the road No 1995E040250 DPT with a project distance of 35.10 Km, in the standard of dual carriageway. The platform amplitude is 25 meters. The Project Cost is 36.570.492 € by the prices of the year 2007. The date of beginning is 2005 and the date of completion is 2010.
The Project has been given out by contract to KOLIN Inş. Firm with a bid price of 29.494.882 €. The appropriation of the Project for the year 2007 is 36.570.492 €, 1.802.163 € has been spent for the completion of 0.5 Km on the left hand lane and 8.5 km on the right hand lane at the level of binder.
The remaining proect cost is 28 million €. In the year 2007, 9.1 Km shall be completed with a supplementary appropriation of 5 million €. A supplementary appropriation of 1 million € is needed.
3.3.4.3. KAVAK-MERZİFON II. ZONE (JOHN LAING-MAPA İNŞ.) (Km: 83+600-102+274)
Is the road No 1995E040250 DPT with a project distance of 18,67 Km, in the standard of dual carriageway. The platform amplitude is 25 meters. The Project Cost is 43.321.479 € by the prices of the year 2007. The date of beginning is 2005 and the date of completion is 2010.
The Project has been given out by contract to JOHN LAING+MAPA Inş. Firm on 30.09.2004 with a bid price of 35.253.618 €. Whereas the appropriation of the Project for the year 2007 is 6.517.096 €, 1.966.586 € of the appropriation have been spent.
Viaduct and earth works have been conducted on T4 Tunnel. 8 km of the right hand lane shall be completed at the level of superficial paving with the appropriation for the year 2007 and a supplementary appropriation of 5.7 million €.
A n approximately 10 Km section is within the borders of the Province of Samsun.
3.3.5. SAMSUN İLİ İL YOLU İYİLEŞTİRME ÇALIŞMALARI
3.3.5.1.ALAÇAM-KIZLAN-ÇERÇİLER (BAYBURT İNŞ.) (Km:11+000-69+800)
Is the province road No1964E042100 DPT with a project distance of 58.8 Km, in the standard of betterment 1A. The platform amplitude is 12 meters. The Project Cost is 25.952.809 YTL by the prices of the year 2007. The date of beginning is 1999 and the date of completion is 2007.
Whereas the Estimated Value is 1.500.000 YTL, the Project has been given out by contract to BAYBURT Inş. Firm on 28.07.1998 with an allowance of % 11,51and a bid price of 1.327.350 YTL.
Whereas the appropriation of the Project for the year 2007 is 255.000 YTL, the appropriation has not been spent yet. A total of 24.513.809 YTL has cumulatively been spent in the previous years. 95 % pecuniary and 95 % physical realization has been achieved in the Project.
Alaçam-Kızlan-Çerçiler tender is within Road Betterment context. Whereas, on the 40 Km section within the borders of the Province of Samsun, Çerçiler and Kapaklı Village Locality, earth works, art works and basic works have been conducted, an 18 Km section has been completed at the level of superficial paving. A supplementary appropriation of 1.184.000 YTL is needed for the completion of the Project.
3.3.6.NEW WORKS
3.3.6.1. ÇARŞAMBA-AYVACIK-TAŞOVA (AYVACIK-ALPARSLAN ARASI)
Is the province road No 1964E042100 DPT with a distance of 65 Km, in the standard of 3A (Class 3A Asphalt). The platform amplitude is 8 meters. The Project Cost is 4.666.694 YTL. The date of beginning is 2007. It has been added into the 2005 programme within the context of new works. The appropriation for the programme year is 50.000 YTL. Whereas was put into tender on 07.07.2005, the works have been conducted.
A supplementary appropriation of 3.4 million YTL is needed for the completion of the work.
3.3.6.2. ÇARŞAMBA-SALIPAZARI (ÇARŞAMBA EXIT)
Is the province road No1964E042100 DPT, with a project distance of 4 Km, in the standard of 1A. The platform amplitude is 8 meters.The Project Cost is 4.473.000 YTL. The road shall depart from Ayvacık road, named Çarşamba-Salıpazarı (Çarşamba Exit), go by the south of the Çarşamba County and be connected to Salıpazarı road. It has been added to the investment programme in the year 2005. The appropriation of the programme is 60.000 YTL.
3.3.6.3. TAŞOVA-AYVACIK
Is the road No1964E042100 DPT with a project distance of 50 Km. Project works between Ayvacık-Taşova Road and Alparslan-Taşova still continue. Whereas the Project Cost is 5.000.000 YTL, the appropriation for the year 2007 is 60.000 YTL.
3.3.7.BRIDGE CONSTRUCTION
3.3.7.1. ÇELTEK GROUP BRIDGES
The Project Cost of Vezirköprü Bridge No 2003E040260 DPT, on the State Road between Vezirköprü-Havza-Amasya is 2.117.838 YTL. The year of beginning is 2005 and the year of completion is 2008. The appropriation for the programme year of 2005 is 400.000 YTL. It has been put into tender on 30.11.2005
3.3.7.2.REPARATION OF HISTORICAL BRIDGES
The Project Cost of Kurt Bridge No 2000E040020 DPT within Vezirköprü County is 800.000 YTL. The date of beginning is 2005 and the date of completion is 2007. The appropriation for the year 2007 has been set as10.000 YTL.
3.3.8. OTHER WORKS
3.3.8.1 SAMSUN WEST FREEWAY
Imminent to stop, Samsun West Freeway is a Project which departs from the tenth kilometre of Samsun-Ankara State Road and connects to Samsun-Sinop road via 19 Mayıs University junction and passes by the Towns of Atakum-Atakent and Kurupelit on the south. To facilitate the transport and to foster urbanization towards this direction via maintaining the transit traffic between Samsun and Sinop, this Project should be completed as soon as possible.
3.3.8.2. SAMSUN EAST FREEWAY PROJECT
This 17 Km long projection is shall start from the Municipality Houses Junction which is the ending point of Samsun Freeway, arrive at Petrol Office Regional Directorate along the north of the railroad via the sea filling, and from there, shall make it to the Airport Junction to the north of Gelemen Agricultural Enterprise Settlement passing through the industrial zone.
A demand has been submitted to the General Directorate of Highways to have the Project added to the Highways Network and constructed.
The annual average of the daily traffic of the section of Samsun-Ordu Road between Municipality Houses and Tevekköy County is 42.000.
Areas of dense residence have been formed, furniture and automotive showrooms have been founded and commercial installations of various fields have been established on both sides of the section of Samsun-Ordu road that is between Municipality Houses Junction and Tekkeköy. These installations have been burdening our road which bears intercity and international road attribute with local traffic. The fact that all the junctions are level crossings negatively effects the flow and the safety of the traffic.
In case the proposed route is constructed, the present road shall be left for the city traffic.
3.4. Trafic
Whereas the total number of registered motor vehicles throughout the province of Samsun was 162766 in the year 2005, this number has risen up to 171.051 with an increase by 5.09 %. A total of 178.350 people within the central county of the province have got a licence..

3.5. Airlines
Samsun/Çarşamba Airport, completed early in the year 1999, was commissioned on 09.02.1999.
The airport has a Terminal Building of 12.000 m2, with a capacity of 2 Million passengers per year, other support buildings and all electric-electronic systems. Samsun/Çarşamba Airport, which has been declared as an air border entry with the decree of Council of ministers, is at international standards and continually services for domestic/international flights 24 hours a day.
3 scheduled flights as İstanbul/Samsun/İstanbul shuttle by Turkish Airlines; 1scheduled flight as İStanbul/Samsun/İstanbul shuttle by Onur Air are organized daily. In addition to this, Turkish Airlines organizes a flight for Pilgrimage annually, and in the summer, CHARTER flights are organized to various countries of Europe by Turkish Airlines, PEGASUS, ATLAS JET and MNG air ways. Moreover, some foreign airlines organize CHARTER flights.
Airport Directorate of State Airports Administration as the operating administration, and, in addition, Customs, Directorate of Customs Control, Airport Directorate of Meteorology, Coastal Health Control Office, Units from the Police Department and Military Police Command and Turkish Airlines, OHY, ATLAS JET, PEGASUS A.Ş. as the airlines companies; ÇELEBİ YER HİZMETLERİ A.Ş., PEGASUSU HAVAYOLLARI A.Ş.,(for their own airplanes), and POAŞ (fuelling establishment) as the ground service suppliers, display activity on Samsun/Çarşamba Airport.
The fact that the Cargo Apron and the Cargo Terminal which were included in the Master plan of the Samsun/Çarşamba Airport, whose passenger and airplane traffic gradually increases, but not constructed is considered necessary to be taken into consideration so as to meet the need of Samsun and environs’ recently increasing cargo transportation.
It is considered necessary that Samsun/Ankara flights, which were organized in early 2000’s but later cancelled by reason of the economical crisis, savings and profitability, be reconsidered in accordance with today’s economical criteria and increasing passenger demands.
3.6. Sealines
Sea transportation is maintained with Samsun Port, thus, passengers and cargo are carried. Whereas the Port is 1.756 m. Long, its daily vessel holding capacity is 13-15, annual vessel capacity is 861, annual loading and unloading capacity is 2.500.000 tons. Within the year 2003, 945 ships have been served, a total of 2.768.736 tons of loading and unloading, 558.177 tons of which is loading 2.210.559 tons of which is unloading, has been performed.
3.6.1. Privatization of the Port
Ground services of Samsun Port is conducted by Turkish State Railways’ port directorate. Now that this service is both expensive and slow, it is lowly demanded by the traders and industrialists. When the competitive conditions are taken into consideration, it is vital that Samsun Port be privatized so that it can contribute better to the country’s and the province’s economy. The privatization process has commenced.
3.7. Railways
Samsun is connected to Turkey’s Railway network via Samsun-Sivas and Samsun-Çarşamba Railways. Railway networks within the Port and Samsun Free zone are present.
The distance of Samsun-Sivas and Samsun-Çarşamba Railways within the borders of the Province of Samsun is 169 Km. The railway is prominently used for cargo.

3.9.1. Mines
There are no metallic mines, industrial raw materials or primary power sources within the central county of Samsun. Only lignite in Havza and Vezirköprü, thermal spring in Havza and Ladik and mineral water in Bafra and Çarşamba are found Throughout the Province.
The percentages of the data concerning the value added, number of administrations, employment and wages relating to the sector of Mines and Quarries in Turkey’s total are respectively 8.12 %, 10.23 %, 34.58 % and 35.5 %.

The consumption of electricity in Samsun in the year 2006 is 35.02 % in dwellings, 2.99 % in state offices, 2.99 5 in industry, 11.40 % for enlightenment and 6.99 % in other.
The subscribers of electricity in Samsun are 81.27 % in dwellings, 11.80 % in commerce, 0.32 % in industry, 0.66 % in state offices and 5.01 % in other.
Having regard to the number of the subscribers, the dwellings hold the most share with 81.27 %. Trade facilities follow the dwellings
