1.1. Vegetation Cover

The mail vegetation covers at this area whose structure is generally mountainous and covered with trees occur from the forest trees. Alaçam, Çarşamba, Kavak, Vezirköprü and Ayvacık forest are the most important ones. As forest trees, Vilonia oak, pine tree, hornbeam oak and beech tree take the first places. Apart from these, poplar tree, Salix, chestnut tree, locust tree and plane tree are also present in these forests. This vegetation cover which gives a unique attribution to Black Sea Region has decreased in great amount due to wrong cut downs of trees and also because of the illegal cut downs. Very big marshy regions and reed fields are present near the broad posture areas of the region, especially at Çarşamba, Bafra and Ladik boroughs.

Samsun is quite rich from the point of vegetation cover. In Samsun, as well as the forests, vineyards and orchards, grassland and plantation reserve an important place. The most important agricultural products of our city are wheat, tobacco, corn, vegetables, helianthus, sugar beet, and hazelnut and rice plant. Irrigated farming is being made on the 112.098 hectare area of the city whose total agricultural area is 455.324 hectares, while waterless farming is being made on the rest 343.226 hectares area. Bafra plain which is one of the two important plains has an agricultural area of 69.110 hectares and the other plain, Çarşamba Plain has an agricultural area of 53.300 hectares.

1.3. Arable Field Products

The four main products that are being produced in our town from their economic aspects are wheat, rice plant, tobacco and hazelnuts. Helianthus agriculture is being made as industrial plant. Grassland, posture area and feeding plant cultivation amounts have increased as the result of the feeding plant supports which are being applied by the Ministry of Agriculture, and this increase continues. Our city has a very appropriate potential from the point of arable field products. Predominate arable field products as of years can be seen below.

1.3.2. Information about important products

Wheat: Wheat production in our city is being made according to the family needs and with a commercial purpose. Is production is dense mostly at the inner parts of the city. suitable for seed wheat needs have been encountered through certified ovaries like Cumhuriyet 75, Momtchill, Gönen, Bezostia-1, Panda, Orso, Golia with the recommendation of the Directorate of the Ministry of Agriculture, and besides, it was provided by the farmers. Wheat cultivation area is yearly 137.825 hectares and yearly production is 459.177 tones..

Corn: According to the cultivation time, corn is the first product in our city and it is cultivated rotationally with cereal. Through bead production and silage, it is being utilized as animal breed. As the ovary of the corn that is being produced at our region, hybrid seeds which have high efficiency and the corn of our region ‘’Karadeniz Yıldızı’’ and Arifiye Slajlık, ZP-677,TTM-813 types are being used.. Total corn cultivation area in our city is yearly 53.496
hectares and yearly total bead production is 205.037 tones.

Rice plant: Rice plant production is being made in nine (9) boroughs in our city. The production of rice plant has intensified especially in Terme, Bafra, Alaçam, Çarşamba and Tekkeköy boroughs. In our town, abrupt irrigation method is being applied for rice plant.  Rice plant cultivation ss generally authorized (licensed). In our town, yearly 80.607 tones of rice plant production is being made on an area of 10.091 hectares.

Tobacco: In Samsun, 11.930 tones of tobacco are being produced on an area of 12.400 hectares. The cultivation of tobacco is being made intensively  in Center, Bafra, Tekkeköy and Alaçam boroughs. While the buyers of tobacco are merchants and Tekel on behalf of the government, supportive purchases were ended with the new tobacco law dated on 3.1.2002 and numbered as 4733, starting from the 2002 production year.

1.4. Vegetable Gardening

Vegetable gardening is being made in a widespread manner in the Bafra and Çarşamba plains of our city, in broad areas. The vegetables which are being produced mostly are tomato, paprika, cucumber, eggplant, spinach, bean, zucchini, cabbage, leek, water melon and casaba melon. Vegetable cultivation is being made on a total are of 28.645 hectares.

Furthermore, vegetable production is being mad at increasing amounts in the resent years in plastic hothouses and high tunnels growing. Present covered area is 13.778 decare. There are problems regarding the evaluation and marketing of the vegetables that are being produced intensively in our city. In order to solve these problems, the establishment of bottled/canned goods and shocking facilities is seen necessary.

The 2006 year production of the vegetables which are being produced primarily are as follows:
Tomato: 247.978 ton
Paprika: 185.166 ton
Cabbage: 184.048 ton
cucumber: 68.221 ton
Water melon: 111.406 ton

1.5. Fruit Growing

In our town, enclosure fruit growing production is being made on an area of 91.335 hectares. 87.819 hectares of the enclosure area is hazelnut area. Hazelnut Production is being made in Central, Terme, Çarşamba, Salıpazarı, Ayvacık, Tekkeköy, 19 Mayıs, Bafra, Alaçam, Yakakent and Asarcık boroughs. Again, as enclosure production, peach production is being made in Central and Çarşamba boroughs, and peach production is an important source of income. The production of other fruits is being made in the form of disorganized trees. There are 87.866 hectares hazelnut fields in our city and 107.298 tones of hazelnut production are made. There are 589.672 units of peach trees which give fruit and 28.146 tones of peach were produced from these trees. Additionally, there are 341.710 units of apple trees which give fruit and 13.063 tones of apple were produced from these trees. Furthermore, there are 202.418 units of pear trees which give fruit and 8.045 tones of pear were produced from these trees.

In our country, hazelnut is the most important product within the product whose production reaches to the amount that cannot be finished only with inland consumption. It is possible to decrease the hazelnut cultivation areas and produce other products in these areas whose consumption and exportation is possible. In Çarşamba and Terme Plains, alternative products can be cultivated instead of hazelnut that is being produced at the bottom arable fields. Alternative product studies at the hazelnut cultivation areas have started with the law numbered 3438. According to the law, it is forbidden to plant hazelnut other than the areas Çarşamba, Terme, Ayvacık and Salıpazarı boroughs. Additionally, it is forbidden to plant hazelnut in the above stated places lower than 6 % and higher places than 750 meters from sea level. Arable plain fields where hazelnut production is being made has increased in great amounts and rapidly in the recent years. Hazelnut agriculture is being made on the 1st, 2nd, 3rd degree arable fields. The production of corn, rice plant, soybeans, sugar beet, all vegetables, fruit growing in some villages, and cover-under production in plastic hothouses can be made in these arable fields instead of hazelnut production.

In Çarşamba plain; hazelnut production is being made on an area of 24.078 hectares. According to the 2006 ear costs net income that will be gained from 1 decare hazelnut field is approximately around -90 New Turkish Liras. If peach production is made at the same field, 431 New Turkish Liras is can be earned, on the other hand, 577 New Turkish Liras can be gained if water melon is produced and 760 New Turkish Liras can be gained is tomato is produced.

1.10.1.1.1. First Stage Project of the Irrigation of Bafra Plain

The irrigation of 47.727 hectares area in Bafra Plain was foreseen by the utilization of the water that is going to be stored at Derbent Barrage according to the project that will occur in the Bafra Borough of Samsun City. First part Construction of the Bafra Plain Right Shore Irrigation which prevails within the content of the project and which will enable the irrigation of an area of 14 279 hectares was delegated as (Bİ) on the date 15.01.1991, according to the tender 80 000 New Turkish Liras taken according to the unit prices of the year 1990. The first tender was increased to 191 993 New Turkish Liras with the tender increase that occurs from 139.99 % of the first amount. This tender was taken from the ministry latest on 27 September 2000 with the number 5215. The primary work items at the tender are as follows: The main canal with a starting mass flow rate of 19.7 m3/s and which has a length of (35 + 24) kilometers., 86 kilometers long standby canal, 390 kilometers long tertiary, 83 kilometers drainage canal cleaning, 156 kilometers long standby drainage canal, 337 kilometers long tertiary drainage canal, 566 meter gallery, 3666 meters of this is Bafra inside-city passing, total 980 meters long three culvert, 43 bridges, 35 flood passages, five chute and four drainage pump construction.

The watering network whose construction has been continuing is a channel type network; but it includes a mixed system which is together with classical system. Water source of the project is reservoir of the Derbent Barrage which was completed in the year 1990 and water is being taken from Derbent HES well water directly.
The factory which will produce channels that are required by watering network has 4.350 m2 closed and 140.000 m2 open areas. This factory was established and activated in the previous years.

Concreting works of 26.3 –km- part of the 35 –km- S1 main channel which includes 3.666 –meter- Bafra city closed transition gallery and 22.5 km of the S2 main channel whose length is 24 km and which differs from S1 at 12+118 have been completed.

Exact project of the first part’s construction’s 11.300 –ha- part which includes 14.279 –ha- area has been completed and 22 km of the 29 –km- backup watering channel, 173 km of the 258 –km- drainage channel, 222 km of the 316 –km- channel network have been finished, too.

By the end of the year 2006, 9.000 –ha- area has been prepared for watering.

Besides these, a cavity appeared at the point where bed of Kızılırmak intersects with Black Sea. And these cavities has reached to banding channel; then, in accordance with the model experiments which were made by DSİ’s technical research and quality control department, projects of lots of spurs have been prepared in order to protect discharging channel from Black Sea’s coast’s cavities. Construction of M1, M2, and M3 spurs has been completed. Also, construction of west and east spurs which provide intersection of Kızılırmak and Black Sea has been completed, too. In this scope, 5 more spurs have been constructed from M1 spur towards east direction (M4, M5, M6, M7, and M8).

In Boytar Channel which is the most important main discharging channel, melioration works have been started and 7.625 –meter- part has been constructed. 5 road transitions have been constructed on the Boytar discharging channel.

In Koşuköy locale, construction of right P – 1 pump station which is essential for discharging of banding channel to the sea has been completed.

With payment of the year 2007, 1.000 –ha- area will be opened for watering. If we get 3.000.000 YTL additional payment, art works on BDT – 2 banding channel will be constructed.

Because of the route of the BDT – 2 discharging channel which is the lower border of the watering area on the north east is very close to Ramsar and protected areas’ borders, sometimes some problems might be created by some companies related to environment in the process of construction.

In the 12.03.2007 dated and 441 numbered writing of the Ministry of Environment and Forestry’s Protection of Nature and National Parks General Directorate, it was declared that banding channel which is thought to be constructed would stop waters coming from agriculture and waters coming to delta by flowing; the water would be drained together with the water which accumulated on the surface of delta. Also a report related to project’s bad effects for Kızılırmak Delta’s hydraulic structure should be given to Ministry of Environment. If it is necessary this issue will be negotiated in national watery areas commission.

Because of that, no works have been done on BDT – 2 banding channel; so important delays have been occurring in the work schedule.

With the prices of the year 2007, cost of the project is 240.000.000 YTL. Until today, 150.000.000 YTL was spent.

In order to complete the construction of first part of Bafra Savanna’s watering, 90.000.000 YTL payment is needed. In a four –year- period ( between 2008 and 2011), if we get 20.000.000 YTL each year, construction will completely be finished. Under these circumstances, pecuniary accrual rate is 63 %, and physical accrual rate is 70 %.

Bidding of the construction of Bafra Savanna’s left coastal which is the other unit of the project, was made with the prices of 1996 and with an estimated account which amounts 3.600.000. This construction aims to sent water to 19.122 –ha- agricultural land which is on the left coastal of the savanna. In this construction, construction of main channel was started. Total length of the main channel is 52.415 km.

The construction was started in the year 1998. As the result of production and construction works which were started as a channel with steep walls and started from 1+320 point, construction reached to km:6+691 point. But in the year 2006, no works were done due to the lack of payment. But in the left coastal watering area, 13 villages belonged to Bafra County were included in gathering program by Agricultural Reform General Directorate; and their works have been continuing. Bidding od gathering program was made in October 25, and place handling work was done in December.

With 1.000.000 YTL which has been provided for the year 2007, construction of watering network in the -625- ha area whose gathering works are about to be completed will be started. Because the payment is not enough, construction process has been going slowly. Also new gathering works started by Agricultural Reform General Directorate are going too slowly because of lack of payment.

If 7.000.000 additional payment is provided for the left coastal, 370 –ha- agricultural land will be opened to watering and construction of main channel will be completed.

For the construction of 19.122 –ha- Bafra Savanna’s left coastal watering, if 25.000.000 YTL payment is provided in a 6 –year- period from the year 2008, the construction will have been complemented in the year 2013. Bafra Savanna’s left coastal watering project is a 160.000.000 –YTL- project. By the end of the year 2006, 10.500.000 YTL was spent for this work. Rate of pecuniary and physical accrual is 6 %.

Totally 7.661 –ha- Martıkale and Karaköy pump watering project which is under the main channel on the right coastal and which will obtain water from S1 main channel, is included in 2001’s program but its bidding cannot be made this year due to the lack of payment.

As the result of lack of natural gas in February, 2006; 700 m3 water which was sent to bed by operating 4 turbines leaded to flood in Bafra Savanna and monetary damages occurred.

In order to protect the Bafra Savanna from flood, 6.500 –meter- part ( 2 x 6.500 = 13.000 meters) whose construction has not been completed, yet in Kızılırmak’s barriers, should be completed without any delays. Project works have been continuing for this construction. After cost of production will be determined, enough payment will be provided to Kızılırmak barriers; but its bidding needs to be made.

1.10.1.1.2. Project of Watering and Drainage of Çarşamba Savanna

Watering and drainage of an 82.707 –ha- area which is within Samsun and Çarşamba Savanna; and producing 96 million kwH energy with Kumköy HES were planned with this project. Right Coastal Shallow Drainage, Left Coastal Shallow Drainage, Regulator of Kumköy, Construction of The First Part of Right Coastal Watering, Shallow Drainage of the Second Part of Right Coastal, Pump Drainage of Lands which are lower than 2 -meter- quota, Construction of the Second Part of Right Coastal Watering, and Construction of Left Coastal Watering are included in the project. Bidding of construction of shallow drainage of the right coastal watering was completed in the year 1992; bidding of construction of shallow drainage of the left coastal watering was completed in the year 1993; biddings of Kumköy’s regulator and construction of the first part of right coastal watering were completed in the year 1994; and construction of the second part of shallow drainage of the right coastal was completed in the year 1996. Their construction process has been continuing. Biddings of pump drainage of lands which are 2 –meter- lower than the quota, Construction of the second part of right coastal watering, and construction of left coastal watering have not been negotiated, yet.

Construction of Shallow Drainage of Çarşamba Savanna’s Right Coastal was completed by the end of the year 2002 and opened for service. In the Construction of Shallow Drainage of Çarşamba Savanna’s Left Coastal, drainage of the 15.000 –ha- area which is on the south of Samsun – Ordu highway has been partially completed.

By the end of the year 2006, 28.5 km drainage channel, 105.5 km backup drainage channel, 122.6 km tertiary drainage channel were opened; cleaning of 12.8 km existent drainage channel and overlay 27 km gravel road were completed. Also; along Yeşilırmak river, 650 –meter- coastal was enveloped by protection walls. And 16.800 –meter- multiple barriers and 299 artistic works (vents) were made on the channels.

Payment of the year 2007 is 30.000 YTL and there is no need for an additional payment due to the problems of nationalization and problems related to the contractor firm. When these problems are solved, if 5.000.000 YTL payment is provided in a 3 –year- period (between 2008 and 2010) work will be fully implemented. Total cost of the project is 60.000.000 YTL and until this day 45.000.000 YTL has been spent. Rate of pecuniary accrual is 70 % and rate of physical accrual is about 70 %.

Bidding of “Kumköy’s regulator and construction of the first part of right coastal watering” which denotes the construction of watering network of the 20.000 –ha- agricultural land which is at the edge of Çarşamba Savanna and construction of Kumköy’s regulator which will send water to both sides of the Çarşamba Savanna in order to water it was completed in the year 1994. But although the work was started, its construction was stopped because of the bid was sent to court. So until the year 1997 any works could not be done. At the end of the year 1997, the problem was resolved and in the year 1998 the construction was started again. But in that year an important work could not be realized because of lack of payments. In the year 1999, construction of the regulator was accelerated because we get great amount of payments from energy sector as the result of Kumköy HES which would be constructed in constitution of Kumköy’s regulator. First, primary researches for basis and ground where the regulator would be located were made. Then it was decided to start the construction by providing imperviousness and jet – grout systems.

By the end of the year 2006, production of 70.000 m3 concrete was made and we reached to 90 % physical accrual rate. Sluice and radial covers, elevation mechanism, and HES cofferdam covers were completed.

1.500 –meter- concrete wall construction which is within the main channel of right coastal was completed. Also 2700 –meter- drainage channel was opened.

For construction of Kumköy’s regulator and HES; 90 % of the regulator and 60 % of power station building were completed. Bidding of the constant equipment was made by EPDK and water using right agreement was signed. Because of that, construction of the regulator has to be completed within 2 years. Construction of 1.500 –meter- main channel of the watering network was completed.

In the construction of the second part of Çarşamba Savanna’s right coast’s shallow drainage; by the end of the year 2006, 188 km drainage excavation, 6.600 –meter- melioration barrier, 1 vent was made and drainage of 7.250 –ha- area was purveyed.

Because of need for nationalization is 5 or 6 times more than the need for construction, important delays occur in the work schedule. (13.500 YTL construction payment is needed and 90.000 YTL nationalization payment is needed for 1 km drainage channel).

Total cost of the work is 15.000.000 YTL with unit prices of the year 2007. Until today, 6.000.000 YTL has been spent for the work. If we get 3.000.000 YTL in a 3 -year- period (between 2008 and 2010) work will completely be implemented. Rate of physical accrual is 40 % and rate of pecuniary accrual is 35 %.

Totally 17.000 –ha- area which is higher than 2 –meter- quota exist within Çarşamba Savanna. In order to discharge the flood which occurs as the result of climate of the region and which come down because of the backup drainage channels and in order to protect the areas which are located on bottom parts of the savanna from water, 12.000.000 YTL additional payment with an estimated account which amounts 1.000 YTL was included in the project, but because of lack of payment its bidding could not been made until today.

Bidding of the work of pump drainage of the area which is lower than 2 –meter- quota and which is quite important for the drainage work of Çarşamba Savanna and whose bidding was made in the year 2004 has been delayed to the year 2008 and it has been planned to finish it within 4 years.

Payment of the year 2007 is 10.000.000 YTL. With this payment construction of regulator and power station building will be fully complemented and work will have been done in the amount of estimated account. A 15 % increase in the estimated account is needed in order to complete the construction of 400 –meter- channel and construction of Yeşilırmak transition building which will provide the linkage between the regulator and the main channel. Also it has been thought to make bidding of 20.000 –ha- watering network under the name of completion construction. Rate of pecuniary accrual is 90 % and physical accrual rate is about 50 %.

1.10.1.1.3. Vezirköprü Project

The target is to water the 10.964 –ha- area which is located in the Vezirköprü Savanna with 60.000.000 m3 water which will be stored in the Vezirköprü Barrage whose construction has been continuing on İstavroz Stream which is near Bayram Village of Vezirköprü County and Samsun City. Bidding of Vezirköprü project was made in the year 1993 with a proposal given in Turkish Grand National Assembly’s Planning and Budgeting Commission; and bidding of Vezirköprü Barrage was made on 04.11.1993. Construction was completed on October, 2005 and it was filled with water. After agreement and registration works were completed at the end of the year 1996, work place was handed in on 15.03.1997. In this construction which declares watering of 9.657 –ha- agricultural land, totally 2.440 –meter- transition tunnels were opened, their contact injection and concrete overlay were completed. Also 60 –meter- right coastal wall which is between transition tunnel and valve room was constructed. But it was asked to convert the watering network type into partial or complete tubular watering system by general directorate. In this direction, revise planning report was prepared by branch directorate and watering system was converted into tubular system with classic pressure. The new watering area was increased to 10.964 ha. According to the pressurized tubular system, certain project works have been continuing.

In the scope of this work which has 10.964 –ha- watering area, until the year 2005, 2.440 –meter- transition tunnel was opened; their concrete overlay and contact injection were complemented. In the year 2006, with 3.500.000 YTL which was provided for the project and with an additional payment which amounts 5.000.000 YTL, revise payment was increased to 8.500.000 YTL. With this payment, pipe assembling in the tunnel was completed; for main pipe line, pipe preparations were made and 5.725 –meter- pipe was laid. Within the scope of this work which has 10.964 –ha- watering area, until the end of the year 2005, 2.440 –meter- transmission tunnel was opened. Their concrete overlay and contact injection were completed. For this process, 10.000.000 YTL additional payment is needed. In order to place the orders of pipes, it is essential to obtain this additional payment at the beginning of the construction season. Total cost of the project is 110.000.000 YTL, and until today 30.000.000 YTL has been spent for this work. Rate of pecuniary accrual is about 28 %, and physical accrual rate is about 20 %.

From the year 2008, if we get 27.000.000 YTL payment for each year in a three –year- period, watering construction will have been completed up to the year 2010 and about 11.000 –ha- agricultural area will have been opened to watering. After the watering construction is completed, it will be opened to operation.

1.10.1.1.4. Ladik- Derinöz Project

With 21.120.000 m3 water which will be stored in the Derinöz Barrage which has been constructed on Derinöz River which is in Samsun city’s Ladik county and 2 km away from Derebaşalan Village, watering of 4.690 –ha- areas which exist on Ladik and Derinöz Savannas has been targeted. Bidding of Derinöz Barrage was made on 01.10.1990. Construction of barrage’s body and cofferdams was completed. And barrage was opened in the year 2003.

Construction of watering of Ladik and Derinöz Savannas was revised as pressurized tubular network by canceling the classical watering network. According to the revise planning report; it was offered to water 4.124 –ha- of 4.690 –ha- area with pressurized pipe system from Derinöz barrage; and to water the other 566 –ha- area with classical system from Ladik Lake.

Until today 5.203 –meter- transmission channel was opened and steel pipe overlay was completed. Transmission channel concrete between 0+000 km and 0+300 km was overlaid and products in the transmission channel were completed. Also 31.884 –meter- HDPE pipe in different calibers and 1.925 –meter- CTP pipe in different calibers and some specific parts related to it was completed.

In the year 2006, with 3.400.000 YTL payment, 800 –ha- agricultural area was watered partially. With payment of the year 2007, 600 –ha- agricultural area will be watered, too. For this work, 2.000.000 YTL additional payment is needed. Cost of this work is 35.000.000 YTL with the prices of the year 2007.

By the end of the year 2006, 26.000.000 YTL was spent. An increase in the estimation in the rate of 100 % is needed. The total cost becomes 70.000.000 YTL together with these extra costs. Rate of pecuniary accrual is about 74 %, and rate of physical accrual is about 35 %.

If we obtain 14.000.000 YTL for each year in a three -year- period, at the end of the year 2010, the work will have been done and removed from the investment program.

1.10.2. Small Water Works Projects

1.10.2.1. Samsun Center Taflan Pond Watering

Bidding of the Taflan Pond’s body construction Project which declares watering of the agricultural areas which are belonged to Samsun – Central county and around Taflan district and providing drinking water to contiguous residential areas was made as different from watering network with 640.859 YTL and with the prices of the year 1998. This construction has 43 –meter- height, 436.000 –m3– body inlay, and 2.300.000 - m3 – storage capacity.

In the construction of the pond which is clayey and stone inlay type and which has 436.000 –m3– body volume; 220 –meter- derivation tunnel and cofferdam construction were completed, 342.000 –m3– body inlay was made. Construction of body inlay has been continuing.

With payment of the year 2007 and some additional payments, construction of body inlay and the other appurtenances will have been completed at the end of the year.

The total cost of project is 12.000.000 YTL, and until today 10.300.000 YTL was spent. Need for additional payment is 450.000 YTL. Rate of pecuniary and physical accrual is about 85 %.

In order to convert the watering network into tubular system, planning revision has been made and supplied to affirmation. After the planning report is approved project works will be started. It is planned to make its bidding in the year of 2008. 3.000.000 YTL is needed for the project which provides water to 406 –ha- area.

The total nationalization area is 28.75 ha (excluding watering). Cost of total nationalization process is 1.100.000 YTL. Works of pond’s nationalization has been completed.

1.10.2.2. Samsun Havza Dereköy Pond and its Watering

Bidding of the project which declares watering of agricultural areas which are near Havza County’s Dereköy Village, and bidding of the watering network which includes 1.183 –ha- area were made with 38.096 YTL with the prices of the year 1998. As the result of increases in estimations, cost of the bidding became 107.702 YTL. Height of the watering network is 51.20 meters, body inlay 1.400.000 m3 and storage capacity is 9.600.000 m3.
Pond construction which is clayey and stone inlay type and which has 1.400.000 m3 body volume was completed in previous years and it started to keep water. Watering network is about to be completed. With the payment of the year 2007 and some additional payments, work will be done completely and 1.183 –ha- agricultural land will be opened to watering. Rate of physical and pecuniary accrual is 97 %.

Nationalization works in pond have completely been finished. Nationalization works in watering network will be continued.

1.10.2.3. Samsun Havza Hacıdede Pond and its Watering

Bidding of the project which declares watering of agricultural areas which are near Havza County’s Hacıdede Village, and bidding of the watering network which includes 520 –ha- area were made with 32.265 YTL with the prices of the year 1994. As the result of increases in estimations, cost of the bidding became 71.687 YTL. Height of the watering network is 44 meters, body inlay is 603.000 m3 and storage capacity is 3.600.000 m3.

Pond construction which is clayey and stone inlay type and which has 600.000 m3 body volume was completed in the year 2005 and it started to keep water. With the payment of the year 2007 main channel on the right coastal and art works will be completed and 115 –ha- agricultural land will be opened to watering. Planning revision works related to converting the watering network on the left coastal into tubular system have been continuing. When these works are finished, in order to make biddings of the other parts again, Hacıdede Pond Watering construction which is with an estimated account amounted 2.500.000 YTL has been included to investment program. Its bidding will be made in the year 2008.

Because there are no areas which belong to private ownership, nationalization has not been applied. Amount of the area which will be nationalized in the watering network is 25 ha; and cost of the nationalization is 625.000 YTL.

1.10.2.4. Samsun Vezirköprü Duruçay Pond and its Bidding

Bidding of the project which declares watering of agricultural areas which are near Vezirköprü County’s Duruçay Village and sending drinking water to some residential areas and bidding of the watering network which includes 2.128 –ha- area were made with 42.536 YTL with the prices of the year 1994. As the result of increases in estimations, cost of the bidding became 104.209 YTL.

Pond construction which is clayey and semi-permeable inlay type and which has 300.000 m3 body volume was finished in the previous years and it was started to keep water. Watering network was converted from classical system into tubular system. Watering area was increased as 800 ha and it became 2.128 ha. Assembly of CTP pipe which is on the 5.494 –meter- part of the S1 Main Channel was completed. Construction of watering network has been continuing.

Workings for the 350 –ha- part will be continued with this year’s payment within the scope of the existent bidding. In order to complete the rest of the work, 2.800.000 YTL additional payment is needed. But because of the project area is located on a high place; the yearly working period becomes quite short. So, 800.000 YTL additional payment is needed. With this payment 6.6 km backup pipe line will be completed and 175 –ha- part will be opened to watering.

Project of the rest part which amounts 1.778 ha has been made again, and it was included in the investment program as new work with an estimated account which amounts 15.000.000 YTL. The target is to make its bidding in the year 2008 and to finish it in three years.

Whole nationalization works in the pond have completed. In the main channels of watering network, nationalization works have been continuing.

1.10.2.5. Samsun Yılandere Melioration Flood Gin

In Yılanlıdere flood gin which will make important contributions of Samsun’s environment problem; construction of derivation tunnel has been completed and body inlay construction works have been continuing. The total body volume is 565.800 m3 and by the end of the year 2006, 336.950 m3 inlay was made.

Payment of the year 2007 is 500.000 YTL. And if we get 300.000 YTL additional payment, construction will be completed and work will be removed from the investment program. So garbage station of Samsun will be protected from flood and bad effects which are created as the result of interaction of water and garbage will be prevented.

2.5.4. Artificial Insemination Works

Artificial insemination activities are carried out by private veterinarians in 15 counties including the center county. In the artificial insemination activities which are carried out by 68 veterinarians in the city, some races like Holstein,Simental,Montofon,Jersey, and etc.are inseminated. In the year 2006, 48.080 animals were artificially inseminated, in the year 2007, artificial insemination of 30.600 cows has been included in the program.

2.5.5. Natural Insemination

In the scope of 2005/8503 dated decision related to supporting of animal husbandry and with some circulars published according to this decision, natural insemination bull shelters in our city have been closed in accordance with the decision of ministry.

2.5.6. Race Registration Activities

“Animal Husbandry Information System” which is carried out by the cooperation between Turkey and Germany came into effect on November 22, 1990 by being published in the 20703 numbered official gazette.

Aim of the project: providing appropriate husbandry in chosen areas according to country conditions, placing the information system, and organizing grower units. For this aim, on 05.01.1996, Stud Beef Growers Union was established. Head office of the union is in Samsun, and it has agencies in Vezirköprü, Bafra, and Havza counties. It has 420 members and 5 cooperative members. Outcomes expected from Stud Beef Growers Union are:

• Providing information from grower to project center, and from project center to the grower by establishing the information system.
• Making increases in stud materials; so not having an obligation to import more culture race beefs.
• Providing better cooperation between the related foundations
• Arranging milk sector towards utility of farmers
• Providing a grower union which can administrate itself
• Establishing advance production techniques.

Within the scope of animal husbandry information system which has been still carried out by the end of the year 2006, project, and beef growers union; activities are still being carried out with totally 7.350 female materials and 1.500 male animals which are in 10 counties and 420 active foundations. Also, within the scope of pre-race registration project, 68.250 female and 8.027 male materials have been recorded in computer. In the foundations, recording, numbering, monthly milk measurements, and oil controls of milk (once in three months) are realized.

By the end of the year 2005, 5.800 calves were numbered.

Production of red meat: total production in the year 2002 is 5.314 tons. 4.867 tons of this come from great cattle, 447 tons come from small cattle. Amount of leather production is 70.358; 40.558 leather products come from great cattle, 29.800 leather products come from small cattle. In the year 2003, total production was 5.144 tons. 4.875 tons of it come from great cattle, 269 tons of it come from small cattle. Leather production was 26.298; 15.916 leather products come from great cattle, 10.382 leather products come from small cattle. In the year 2004, total production was 4.746 tons. 4.406 tons of it come from great cattle, 340 tons of it come from small cattle. Leather production was 56.243 in total; 29.856 leather products come from great cattle, 26.387 leather products come from small cattle. In the year 2005, total production was 3.816 tons. 3.519 tons of it come from great cattle, 297 tons of it come from small cattle. Leather production was 47.987 in total; 25.140 leather products come from great cattle; 22.847 leather products come from small cattle.

• Total production in the year 2006 was 57.287 tons. 31.494 tons of it come from great cattle; 25.793 tons of it come from small cattle.
