Environmental pollution in Samsun has started with the growth of population and industrialization. The Notice of The Ministry of Environment and Forestry, Environmental Management Agency about Air Pollution Control, dated 27.04.2004 and number 2004/4 and the article that makes a change in this Notice dated 16.06.2004 and number 5884-314055, our Province has been compromised to the 1st group Provinces that the Air Pollution is at its Highest Intensity. Our Ministry has put into tender Air Quality-Monitoring terminals on 11.06.2004 and the fixed type air quality-monitoring terminal that will perform sulphur dioxide (SO2) and particle matter (PM) measurements in our Province, was installed in the Samsun Maternity and Child Care Hospital (Maternity Hospital) on 21.02.2005.
Air Quality-Monitoring Network Terminal, being one of the first 25 terminals in our country, performs monitoring of the sulphur dioxide (SO2) and particle matter (PM) measurements continuously 24 hours a day, these data is observed from our Provincial Directorate and Ministry central computers simultaneously and are broadcasted in www.cevreorman.gov.tr instantly.
In accordance with the Guide on The Control of The Air Pollution Originating from Industry, that was published and came into force by the Official Journal on 22.07.2006 and number 26236, the measurement of the emission of the premises subject to emission permission and follow-up of the emission permission transaction are done in our Province. There are 44 enterprises, who took the emission permission for their industrial premises in our Province and the permission transactions of 210 enterprises are in progress.
The air pollution in our Province mostly derives from the specifications of the fuel types that are used for heating. In addition, for the determination of the air pollution in our Province that derives from the vehicles, Özön Otomotiv A.Ş. makes tailpipe emission measurement and Provincial Directorate of Environment and Forestry, police headquarters and Gendarmerie Command make tailpipe checks in cooperation with each other.
The drinking water of Samsun is catered from Çakmak Dam that is built on the Abdal River. The water that is collected in the Çakmak Dam is given to the water supply after being treated and demineralised by the Metropolitan Municipality in the Drinking Water Purification Plants.
The domestic wastewaters within the borders of Metropolitan Municipality are collected in two separate regions, which are Centre and Atakum regions, and discharged to the sea.
The Work Term Plan of the Wastewater Purification Plant, that is planned to be constructed in the Tekeköy District of our Province, is provided to our Directorate. For the Wastewater purification Plant the decision of Environmental Impacts are not Significant have been given, and the construction projects of the plant are being prepared. The wastewaters of Gülsan Industrial Estate, İlkadım Industrial Estate, Örnek Industrial Estate and 19 Mayıs Industrial Estate, in our Province, are going to be put through preliminary treatment and will be treated in the wastewater purification plants according to the regulations of Directorate General of the SASKİ.
From all the Districts within the borders of our Province,there are purification plants only in Terme and Bafra. For the 19 Mayıs District, the purification plant that belongs to Ballıca Cigarette Factory is used.
Other Mayoralties, Town Mayoralties and Directorate of Organized Industrial Zone, have provided our Directorate with their Work Term Plan concerning the collecting, transfer and disposal of the wastewaters in the areas under their responsibility.
For the enterprises that produce wastewater as a result of their activities in our Province, discharge permission certificates are issued with regards to the Regulation Concerning Water Pollution Control. The enterprises whose time of Discharge Permission Certificates is over are given renewal according to the Regulation.
2. Ecological Balances Based Productive Use, Protection and Development of The Natural Resources
Samsun is a rich Province regarding the natural resources, especially water and we benefit in the level of watering and electricity production from Dams that are built on the available watercourses. Because there are very few sunny days during the year, solar energy systems are not seen as economical resources. Moreover, there haven’t been a work towards the production and consumption of energy from geothermal resources therefore these resources are only used as thermal springs.
Flora and fauna, being indicators of the ecological balance, are destroyed insensibly. Forest areas are destroyed for reasons like undue lumber, field making and other natural reasons. Majority of the forest products are used for heating. For these reasons, the protection and development of the forests which are one of the most important natural sources is needed. Meadows and feeding grounds occupy a space of 43,000 hectares within the borders of our Province. However these areas are mostly misused, and destroyed because of over-grazing and other terrain problems.
Important problems also threaten our agricultural lands. One of the most important of all these is the settlements and industrial areas that are built over fertile and watery first class lands. With the widening urbanization over those areas, the agricultural lands are becoming narrow and the fertility of the available lands is decreasing.
Along with this, the usage of especially the soil, in the mining sector like sand, lime, brick, tile production, our natural resources are being destroyed by making them impossible to recycle.
Even though, the Province of Samsun is a coastal town, the coasts are not used sufficiently. The usage of the coasts as sand pits, causes problems of improper structuring for construction plan.

5. Medical Waste Disposal
“THE REGULATION CONCERNING MEDICAL WASTES” was revised and entered into force with the Official Journal dated 22.07.2005 and number 25883. This regulation regulates the principles, policies and programs, and judiciary, administrative and technical procedures and principles regarding the prevention of the direct or indirect putting into the receiving environment of medical waste so as to harm the human health and environment, collecting of such waste from its own source without giving damage to environment and human health, transport in a unit, temporary storage, transport and disposal from their production to their disposal.
In the scope of the regulations, the work has been done to ensure; the temporary storage of the waste material by the health organizations, health organizations to make protocols with Municipalities for the transport of the medical wastes in special vehicles, dispose them according to the provisions of the regulation.
