In our city and city’s villages 187.207 students are taught by 8.989 teachers in 1.048 primary school, 20 boarding primary district school, 7 private primary school, 9 private education school. Total number of schools is 1.084.
1.2.1. Education department with carriage, the existing situation
-
For the academic year 2005 – 2006, according to the by-laws of Ministry of Education about Primary Education with Carriage, and according to the 2004/54 numbered circular of Ministry of Education Primary Education Head Office; by determining the schools or residential areas and number of students related to these units, it was planned that which Carrying Center Primary School will be given these students.

According to the inspectors’ report; some exploration, critique, and planning studies related to places which are supposed to be carried out or removed are being made.

3. In 2005 – 2006 academic year ( September 12, 2005 – December 31, 2005), Central County Planning Commission of Primary School with Carriage ascertained the students who need to be considered in the scope of carriage and removed from that scope. It analyzed the plannings sent from the Carriage Center School Directorates, reports sent from Primary Education Inspectors, and 2005 – 2006 carriage plans as a whole. According to the 4734 numbered Public Bidding Law, our bids have been completed. And our food bids which belong to the same period have been completed, too, according to the 4734 numbered Public Bidding Law.

Orders given by ministry are applied towards creating coordination between the center and the 14 counties.

In accordance with the instruction given by ministry, according to the 4734 numbered Public Bidding Law, our carrying and food bids related to 2005 – 2006 Academic year’s 2nd period have been completed; coordination through out the city has been reached.

Progress payments of contractors who have won the bid about carriage and commissaries are made in accordance with the payments from our Ministry’s Primary Education Head Office. Since December 31, 2005, our payments have been completed, Services Works Acceptance Records have been prepared, and absolute caution moneys have been paid to contractors.

In the academic year 2005 – 2006, situations of students where are living in places which will be carried or removed from the carrying scope in Center County have been ascertained. Plans from the carrying center school directorates, reports from the primary education inspectors have been analyzed. Meetings about 2005 – 2006 academic year have been held between directors of primary schools with carriage, county director of education, planning and evaluating commissions, on April, May, and June of 2005. Necessary presentations and briefings about by-laws of primary education with carriage which changed on April 25, 2005 and 2005/42 numbered circular were given.
2005 – 2006 academic year planning related to the center county and other 14 counties, was approved by 08.06.2005 dated and 30280 numbered allowances of our governorship and sent to ministry of education primary education head office together with the 10.06.2005 dated and 30758 numbered writings of Samsun governorship provincial directorate of education. It was approved by 20.06.2005 dated and 701/6310 numbered writings of the ministry of education primary education head office.
According to the 4734 numbered public bidding law, 5.893.958.00 YTL payment was paid in total. For the carrying biddings related to the 2005 – 2006 academic year’s first period (September 12, 2005 – December 31, 2005); 4.391.624.00 YTL payment was paid and for launch commissaries given to carried students related to the 2005 – 2006 academic year’s first period (September 12, 2005 – December 31, 2005); 1.502.334.00 YTL payment was paid. In the 2005 – 2006 academic year, between September 12, 2005 and December 31, 2005; carrying was done on 6.556,2 km distance in the center and 14 counties.
According to the 4734 numbered public bidding law, 8.417.527,22 YTL payment will be paid in total. For the carrying biddings related to the 2005 – 2006 academic year’s second period (January 2, 2006 – June 12, 2006); 5.799.067,69 YTL payment will be paid and for launch commissaries given to carried students related to the 2005 – 2006 academic year’s second period (January 2, 2006 – June 12, 2006); 2.618.459,53 YTL payment will be paid. In the 2005 – 2006 academic year, between January 2, 2006 – June 12, 2006; carrying will be done on 6.778,1 km distance in the center and 14 counties.
According to the 4734 numbered public bidding law carrying and food bidding studies about 2006 – 2007 academic year’s second period have been continuing.

4. Rate of establishment of schools and literacy situation
In our city;

5. Rate of success in the university entrance examinations
In 2004 – 2005 academic year; according to the candidates who had the university entrance examination in Samsun and whose exams were valid; 26563 of the 33409 students became successful in the exam. Rate of success is 80 %.
6. Investments on Education
Budget of the year 2007 is 24.590.760,00 YTL in total including 10.786.760,00 YTL which comes from the last year, 4.000.000,00 YTL which is given by special provincial administration, 8.304.000,00 YTL which comes from our ministry and 1.500.000,00 YTL which is the contribution of charitable people.
Biddings of projects belonged to the year 2006’s investment programs which are 2 earthquake consolidations, 1 hostel, and YIBO with 10 housings, and a project about a primary school with 12 classrooms which belongs to the year 2006’s addition investment program are going to be made in the year 2007.7 primary schools and 116 classrooms whose construction started in 2006 will be completed and opened to education.
Three school buildings are being made in our city by our ministry. These expenditures are financed by World Bank within the frame of the second phase of Basic Education Project (TEP). These projects are given below;
1. Eight additional classrooms for Terme Gölyazı Primary School
2. Eight additional classrooms for Bafra İsmet İnönü Primary School
3. Eight additional classrooms for Salıpazarı Bereket Primary School with Hostel.
12 primary schools and 1 nursery school are included in our 2007 provincial investment program. There are 147 classrooms in total. Bidding preparations of these schools are continuing. Also, 3 primary schools are being constructed by Housing Development Administration of Turkey in the city center. These are given below;

-Bülent Çavuşoğlu Anatolian School with 18 classrooms in Terme county (School is temporarily occupied. Garden and environment arrangements will be made).
-Construction of Çarşamba Ömerli Galip Öztürk Primary School with 12 classrooms is being continued.
-Construction of Ayvacık Galip Öztürk Hostel with the capacity of 260 students is being continued.
-The protocol about the construction of Samsun Garip-Zeycan Yıldırım Science High School with 24 classrooms and construction of pension with a capacity of 200 students has been signed.
-Samsun Central Emrullah Efendi Primary School was destroyed; and instead of that, the construction of Adnan Ölmez Primary School with 36 classrooms was started and is being continued.

7. Public Education
In 2006 – 2007 academic year, 1698 courses have been opened in 66 branches; and 36203 people have attended them ic our city. Also, 63 literacy courses have been opened and 712 people have attended to them.

8. Higher Education Institutes
8.1. 19 Mayıs University
19 Mayıs University which is established in Samsun the “First Step City” in 1975, is developing and growing everyday.
Our university is located 18 kilometers far from the city center in a 6000 dönüm area where the blue and the green come together by the Samsun-Bafra road. Except the faculties and colleges handed to Amasya and Ordu University’s that are created in our body, education is carried on in 11 faculties, 3 colleges, 12 job colleges and 3 institutes.
19 Mayıs Samsun Conservatory-Fine Arts Institute, Samsun Faculty of Financial and Executive Science, Boyabat Faculty of Financial and Executive Science institutes have been established by the decision of the Cabinet but not started to education yet. However, they will be open when the personnel needs are completed. Works on this subject is at the last phase.
Our university is giving education in the faculties that are consisted of our own buildings in Samsun and Sinop provinces and Bafra, Kavak, Havza, Terme, Carsamba, Vezirkopru, Gerze, Ayancık and Boyabat districts.
Our student number has reached to 22.945 students in 2006-2007 Education Year. 1190 of this number is master, doctorate and medical proficiency students, and 189 are foreign students. Students who had left our university because of the Amasya and Ordu University’s opening are not included to these numbers.
As a university having the principle to be modern our indoor areas has reached to 357.636 m2. Our university is developing each day physically and in tools by increasing the investments. For reaching to 400.000-m2 indoor area with the structures and facilities that are projected, we are working to complete all the construction and environmental arrangements.
Number of the scientific meetings held at our university and the ones our university have attended last year has reached to a number of 1767. 1902 projects that are supported by the Research Fund have been financially supported in our university where not only education but also scientific researches are important.

Hygiology Institute
Our Hygiology Institute is established in 1983 according to article 19 of Higher Education law no. 2547 and started education in 1985-1986 Education Year. 13 master's degree programs and 19 doctor's degree programs are available in our 24 different departments in Faculty of Dentistry, Faculty of Medicine, Faculty of Veterinary and Physical Education and Sports College. We have 93 students studying in doctor's degree and 28 students studying in master's degree. 71 students graduated from master's degree and 85 students graduated from doctor's degree from 1986-1987 Education year to 20 April 2005.

8.4. Facilities Given to the Students by the University
8.4.1. Data Processing and Multimedia
Many services in various departments are computer supported and number of computers has been increased to 3200. Still having continuous Internet via Data Processing Department, our university has provided direct Internet connection to all education-research units. In Technical Support Service established in the Data Processing Center maintenance and repair of the computers are given and technical support is given thorough Internet.
E-mail service and Internet service is given in Students Center with 124 computers to all students by Data Processing Department.
8.4.2. Library
In May 19 University that is established in 1975, 157,375 books and similar materials are kept in 1 Central Library, 14 Faculty and 17 College Libraries connected to the presidency which is established in order to help the education and study actions and to meet the needs of teachers, students and personnel in this manner.
157,375 books and similar materials are served to users in a modern way at the Central Library, Faculty of Theology and Agriculture Libraries in Kurupelit Campus; Faculty of Education in Atakum Campus; Education and Vocational High School Libraries in Amasya; Faculty of Science and Letters Libraries in Ordu; Faculty of fishery Products, Faculty of Education and Science-Letters in Sinop and also in College Libraries in Sinop, Bafra, Havza, Kavak, Merzifon, Ordu and Samsun.
As a library having a rich collection of published materials, Central Library is supplying a new publication flow to the available collection existing by purchasing, donation and exchange activities in accordance with the education policy of our university.
DDC (Dewey decimal classification) classification system and AACR2 (Anglo American Cataloging Rules 2) catalogue rules are applied in the framework of open shelf system in the Central Library.
Activities for increasing the number of the publications which are supporting the education and for projecting the technological developments in information accessing in the Central Library and connected unit libraries are kept on.
Central Library that is open for 80 hours a week supplies and organizes the information and serve it to the users in different Medias. For instance;

Application and information services: Our Central Library that always supports the education and which is in the education, is carrying an orientation service for users to utilize from all the sources and the services of the library at a maximum level.
Lending service: Ondokuz Mayıs University Academic-Executive personnel, students are considered as natural members. For utilizing from the lending service, “University Id Card” is necessary.
Daily pecuniary punishment is applied for books that are not delivered back although the lending time has passed.
Members who have undelivered book or fine cannot lend other books until they deliver the books back or they pay the fine.
All the materials except the information sources (dictionaries, encyclopedia, atlas etc.) thesis, periodicals can be lent in framework of determined rules. For the materials cannot be lent, paid photocopy service is available.

Adding to microfilms of unique publications in our Central Library, microfilms of precious publications about Turkish Literature, Turkish History, Turkish Culture and Islam can be used with the microfilm-reading machine that is available in our library. Publications with old letters are available in the private department for users..
8.4.2.4. Thesis
Thesis accepted in Ondokuz Mayıs University Social Sciences, Science and Hygiology Institutes are presented to researcher’s service. Database created about thesis can be inquired via KYBELE program.
8.4.2.5.Periodicals
Our Central Library has a quite rich collection of domestic and foreign scientific periodicals. A database belonging to periodicals is created in the framework of library automation. Besides published versions, full text access to electronic magazines is also available. For utilizing from submitted foreign science magazines in full text in the Internet media license agreements are made with the publishing institutes. As a result full text access electronic magazine number presented on Internet media has reached to 14,000.
8.4.2.6. Visional-Audio Materials
Mostly educational, representative and documentary videotapes, CD ROMs, VCD, DVD, foreign language education sound tapes, music tapes and CDs are included in this collection.

KDaily newspapers and magazines are presented for utilization after the sweep and clipping compilation works are finished.

”Library Week” which is celebrated on the last week of March and first week of April throughout the country is also celebrated at the Central Library with several activities. Adding to this, publication exhibitions, video shows, Internet and CD, slide presentations and etc. are arranged on important days and weeks with cooperation of various company and establishments according to importance and meaning of the day.

KYBELE software is being used at the Central Library in order to deal with information services. All the collection has been transferred to the system and new publications are also transferred in a way that in can be inquired on web media after the technical process is finished.

8.4.3. Health Services
Health Appliance and Research Hospital has a capacity of 900 beds and geared with all the diagnosis and treatment facilities that are necessary for modern medicine. Health Appliance and Research Hospital that’s physical capacity and hardware is enlarging day by day has become a proud of our University with the contribution provided to contemporary medicine education and health services given to region people.
All the students that have submitted to our university have the opportunity to get use of health control and treatment facilities till the graduation. Although the patients are accepted on appointments, 24 hours nonstop control opportunity is given to university students in ER service and they can buy medicine paying just 20% of the actual price.
All kind of on foot service and Dental Treatment Services are given in the Health Unit that is in our University Health Culture and Sports Chamber Chairmanship body. 300 new health tickets are given and 9000 treatment sendings are taken in 2006-2007 Education year. 1 Dentist, 3 Workers, 1 Nurse, 1 Officer, 2 Contracted Officer and 1 Pharmacy Worker is working in our unit.
8.4.4. Sport Activities
Services are given to students in indoor and outdoor sports complex located in the campus for 10 different sport branches. Sports activites, which are arranged in our faculty, have become annual activities after the infrastructure and physical capacity of our facilities have been increased. University teams are increasing the achievements in group competitions and Turkish Championships. With the Olympic Swimming Pool activated facilities have been given to students who are talented in this branch.
The increase in number of students who have gathered championship in Turkey, Europe and even World is making us proud.
1500 audience capacity “open air field” is available. It is an example facility that lets various sports activities and cultural activities as well.
Health Culture and Sports Chamber Chairmanship have held XXII Internal University Sports Festival In 2006-2007 Education Year with the attendance of Faculty and College teams in Soccer, Volleyball, Table Tennis, Swimming, Basketball and Chess branches. Adding to these, feeding, intercommunication and accommodation needs of teams attending from near provinces and districts were provided by Youth Sports Provincial Dictorate and festival has been held with the appreciation of a huge public crowd.
Financial support has been provided for Culture and Sports Facilities maintenance and repair, Faculty and College teams’ sportive needs.
8.4.5. Nutrition
The food given to the academic and administrative personnel in all the campuses where our higher education institutes are located is given to students in same amount and quality, and under the actual price. Healthy nutrition of students and personnel is one of the most important subjects in our University.
An average of 2500 person food is being cooked daily for supper and dinner for the patients and companions and hospital personnel since April1st of 2006-2007 Education Year.
There are two kitchens in Kurupelit Campus at Health Culture Center Kitchen and Faculty of Science and Letters Kitchen, and five canteens at the Faculty of Education, Faculty of Theology, Faculty of Agriculture, Faculty of Science and Letters and Central Canteen.

8.4.6. Cultural Activities
University Orchestrates with all the instruments ready are carrying their achievements with the Turkish Art Music and Turkish Folk Music choruses. University Turkish Art Music Club and Turkish folk Music Club are carrying their nonstop works.
Folk dance teams are keeping taking appreciation in shows and winning prizes in competitions with 7 different regional folk dances of the country.
“National Theatre Festival” which is being held annually by our university is the largest in its precedents, and has become an organization that is developing itself each year and being watched by the civilians as well as the students.
Our theatre community, which has played 57 plays in 18 years, has reached to a level to be talked about throughout the country with new attendances and contributions.
By supporting the knowledge, poem and composition competitions, meeting teas and entertainment days and nights, environmental trips we are arranging ambiances for our students to evaluate their free times by their interests and talents, to accommodate to the environment and to meet with new friends.
Health Culture and Sports Chamber Chairmanship has been established with the aim for students to evaluate their free times. Establishment and process principles of Student Clubs in means of “Guideline” that is composed in accordance with article 47of no. 2547 law of Higher Education Laws have been determined according to the guideline confirmed by the Senate and established by the acceptance of Rectorate. Our university has realized the activities of 35 Student Clubs and 17 Community’s in 2006-2007 Education Year in framework of budget facilities.
Health Culture and Sports Chamber Chairmanship provides activity opportunities in accordance with the internal regulations and guideline for students who submitted to 35 clubs and 17 communities through the posters and advertisements composed in order to invite students to evaluate their free times in cultural and sportive activities

8.4.7. Dormitory and Sheltering
There are dormitories belonging to Loan and Dormitories Institute with a total capacity of 4592 beds as well as the private ones. Besides the region civilians are showing easiness to students, who haven’t bring out any disturbance till today, for renting houses. In this case it can be said that 19 Mayıs University is one of the universities that doesn’t have any sheltering problems.
Municipal buses and minibuses are tripping to university rapidly. So it is very easy to reach to the campus. There is a small bus and nonstop ring trips for the students inside the campus.
Vehicles are rented by bidding for the Cultural Sportive Activities’ intercommunication in case that the university vehicles are not sufficient.
8.4.8. Loan and Scholarship
Ondokuz Mayıs University Foundation, Higher Education Loan and Dormitory Institute, Vice-presidency Social Mutual Aid and Interdependence Foundation, Religion Foundation, Turkish Education Foundation, Turkish Scientific and Technical Research Institute, Foundations General Directorate, Samsun Commerce and Industry Chamber and Sabancı Foundation are giving scholarships to the students studying at the university.
We have 21755 students at Associate Degree and 2nd education degree education and 12411 of them are being supported by the Higher Education Loan and Dormitory Institute and Vice-presidency. Students who cannot utilize from the Loan and Dormitory Institute loans are able to get support from various foundation, institute, and enterprise and association’s scholarships.

8.4.10. Academic and Social Consultation Support
35 Student Clubs in the body of Cultural and Sportive Activities Department of Health Culture and Sports Chamber Chairmanship are active and one academic personnel for each club are giving academic and social consultation support to clubs.
8.4.11. Relations with Graduates
Graduates Association of our University was established in 2001 July under the name of “ONUMED”. It provides various activities by helping to create social, cultural and sportive co operations between the university and students and graduates.
8.4.12. Part-time Job Opportunities
During the 2005-2006 Education Year, 162 students have worked in part-time jobs in the body of Health Culture and Sports Chamber Chairmanship, and with the ending of education year this number decreased to 31.
8.4.13. Communication of Students with Administration about Academic and Administrative subjects via Internet/Intranet
Our students can communicate with the administration, academic units, library and related units via http://www.omu.edu.tr They also can learn the services that they are in need of from the student information pack program and they can directly communicate with the administration. At the same time they can facilitate from 124 computers that are available in the Internet saloon without paying any price.
Establishment and Activities of Students Council: Our Students Council was established according to article no. 2001/84 determined in 18.10.2001-dated meeting of the Council and Student Representatives and Council Guideline article no. 6 and carried activities during the 2006-2007 Education Year also. Students Council was established for supplying the educational and social-cultural needs, need of getting organized in a democratic and free ambiance, all kinds of representation, announcement of the University and for utilizing from ideas and offers for meeting every other needs.
